This essay explores this unique relationship that is constantly expanding and reshaping itself on a global scale: the relationship of enmity. Drawing in part on the psychiatric and political work of Frantz Fanon, Achille Mbembe shows how, in the wake of the decolonization conflicts of the 20th century, war—in the form of conquest and occupation, terror and counterinsurgency—has become the sacrament of our age. This transformation has, in turn, unleashed passionate movements that, little by little, are pushing liberal democracies to don the garb of the state of exception, to undertake unconditional actions far from home, and to seek to exercise dictatorship against themselves and against their enemies.
